Summit Point Motorsports Park (SPMP) Policies
Admission
- Summit Point Motorsports Park (SPMP) is a private, gated facility.
- Access to and within the park is limited to the circuit, paddock, and additional areas as shown in Annex A map.
- Absolutely no admission or access is allowed to any Restricted Areas as designated in Annex A.
- Any individual not complying with SPMP policies is subject to immediate removal from the park.
- Users, registered participants’ and invitees’, access in the park is limited to the circuit, paddock, and additional areas as per user rental agreement shown in A A map.
Access is granted only under the following conditions:
Entry Requirements:
- Paddock access for Users (Organization Staff) is 5:30 p.m. and 6:00 p.m. for registered participants the day prior to an event or as otherwise specified in User agreement.
- Each Individual must:
- Pay the Facility Access Fee or purchase a spectator ticket (as applicable).
- Provide valid identification/credentials.
- Sign the facility waiver. Upon signature of waiver, user will be issued a wristband that must be worn at all times, access is limited to registered participants unless prior written approval is obtained from SPMP.
- Additional guests must pay the Facility Access Fee or purchase a spectator ticket.
- User Staff, registered participants and guests are responsible for securing and safeguarding their own personal property while in the park.
- Operator shall have no liability or responsibility for damage, destruction, theft or loss of any such property.
Additional Guidelines:
- All individuals entering the facility are subject to search.
- Illegal Activity is not allowed at any time in the park – all Users, participants and guests must comply with all applicable Federal, State and local laws, statutes, ordinances and regulations
- User, participants, and guests will vacate the Park no later than 2 hours after last session.
These admission guidelines are established to ensure secure and orderly access to SPMP for all attendees, participants, and staff.

- Requests by participants, renters, or sanctioning bodies for SPMP staff to unload or move large objects with a forklift are subject to a $50 service fee per unit lifted as requested by a renter or team.
- The fee is charged to the recipient- participant or User/sanctioning bodies track invoice at time service rendered.
- This includes shipments that require SPMP equipment and an operator to unload and move pallets, motors, boxes, tires, displays, etc.
Access Roads
Absolutely no testing, cool downs, brake bedding, burnouts, or speeding is permitted on any roads at SPMP at any time.
- Violators will be subject to removal from the facility.
- The speed limit on any access roads is 20 mph.
Adverse Weather
- Track activity may be stopped during adverse weather conditions.
- SPMP has the authority to cease all outdoor activity if lightning is detected within an 8-10 mile radius.
- Activities will resume only after SPMP gives the all-clear.
- Tents and awnings may not provide adequate protection during severe weather—safety is a personal responsibility.
Alcohol
- Alcoholic beverages are permitted in coolers (no glass bottles) for personal consumption. Consumption must comply with all state laws and regulations.
- Responsible behavior is always expected.
- Alcohol consumption is strictly prohibited for anyone participating in on-track activities.
Asphalt Surfaces
- Driving stakes or creating holes in asphalt is strictly prohibited.
- Refueling in the paddock requires a drip pan to catch spills. Any fuel spills must be diluted immediately, and SPMP staff must be notified immediately. Violators may be subject to a fee for damages as outlined in Annex B .
- Protective materials must be used under jacks or landing gear to prevent damage to the asphalt.
- No paint markings are permitted on paved surfaces. Use of chalk markings must be pre-approved by SPMP management
Signage
- Users and promoters may display event signage if it does not conflict with SPMP sponsors or partners.
- SPMP sponsor signage must always remain intact and visible.
- Users must remove their signage after the event, or will incur a removal fee at SPMP's discretion per Annex B.
- A signage plan must be submitted to the SPMP Management at least two weeks before the event for approval.
Bicycles
- Bikes, skates, and scooters are strictly prohibited from being on any track at any time.
- Hoverboards, skateboards, and similar devices are also prohibited being on SPMP.
- All individuals under 15 years old must wear a properly fitted and securely fastened bicycle helmet when operating or riding as a passenger on a bicycle while on SPMP property.
Camping
- Camping is allowed in designated areas.
- Open fires are prohibited in the paddock. However, unmodified gas grills and fire pits may be used responsibly provided all sources of ignition are secured.
- Users must abide by West Virginia's designated fire seasons—March 1 to May 31 and October 1 to December 31—outdoor burning is restricted between 7 a.m. and 5 p.m.
- Exceptions include small fires for food preparation, warmth, or light, given that a 10-foot area around the fire is cleared of flammable materials.
- Users must always exercise caution and adhere to state and local regulations when using any open flame or ignition source while on SPMP.
Canopies
- Canopies must not obstruct spectator views or block hospitality areas.
- Owners are responsible for securing canopies to prevent damage or injury.
- Canopies must not be placed within 15 feet of fences in spectator areas unless otherwise specified.
Catering
- All outside catering must be approved by SPMP management.
- Unauthorized vendors will not be allowed entry. A catering buyout fee may apply. Alcohol service requires a banquet or festival ABC permit through Jefferson County WV ABC (Contact information).
Child Admission and Participation
- Children under 18 must be accompanied by an adult and have a waiver signed by a parent or guardian to enter or participate in activities.
- Admission and participation requirements for children under 18 may vary depending on the event, so please check specific event policies in advance.
Track Guidelines
- Standard track hours are 8:30 a.m. to 5:30 p.m.
- Extended track use must be arranged and approved in advance by SPMP as incorporated into User Agreements.
- Official Time – The atomic clock that states official SPMP official track time is provided by SPMP to the user Control Operator. This clock is the basis for hot hours, quiet time, incident time, etc., at the track. All users will synchronize with this clock for official SPMP time.
- All vehicles must run in race direction (clockwise) only on the Summit Point Circuit (the Shenandoah, Jefferson, and Campus circuits may be run counterclockwise with Operator’s prior approval).
- The User is solely responsible for approving and ensuring all vehicles driven during the Event meet technical and safety standards.
- The Operator is not responsible for arranging, performing, or evaluating technical or safety inspections of these vehicles.
- The User is responsible for ensuring vehicle sound levels comply with the 103dB limit, measured 50 feet from the track centerline using the A-weighting scale, slow response. Non-compliant vehicles must be corrected before returning to the track.
- If accessing multiple circuits on successive days, paddock transfers may not begin before 7 p.m. on the evening prior to the next event to allow for cleaning and preparation.
- No persons or vehicles are allowed on the track after it has gone "cold."
- Exceptions include safety setup crews, track inspections, track worker ingress/egress, maintenance vehicles as pre-approved by SPMP management.
- Absolutely no user personnel are authorized on the tracks between the hours of 8:30pm to 6:30am.
- Unauthorized track use after it has gone cold is considered trespassing and may result in expulsion from the facility without a refund.
Facility Cleanup and Departure Inspection
- On the End Date, the User must return all traffic cones (including trackside) to the Cone Building. All classrooms and buildings must be left in the same clean and organized condition as they were received. No tires, vehicle parts, oil cans, or batteries may be left in the park.
- Before departing, the designated User representative must coordinate a site walkthrough with an SPMP representative to validate that the facility meets the required condition.
- Failure to comply will result in a fee per annex B (Fees) to be applied to User invoice.
Post Event Completion Park Departure
Users, participants, and guests must vacate the Park no later than two hours after the final session. A fee will be charged for every 15 minutes of non-compliance, added to the event's post-bill as outlined in annex B (Fees) $500 fee to be applied to User invoice.
Damages to Property
User, participants and guests agree to not deface, apply any club or event stickers on any buildings, billboards, classroom walls, or other areas, pound stakes, make holes in any asphalt surface, or use paint or spray markings of any type on any asphalt surface, and that doing so is considered a violation of these rules and will result in an additional fee per affected area as outlined annex B (Fees) applied to User invoice.
Fuel | Disposal of Waste Fluid and Environmental Debris
- Fueling must be conducted safely. Drip pans are mandatory during refueling.
- Users, participants, and invitees must report all spills of petroleum products or hazardous substances to SPMP Management immediately. Spills must be cleaned immediately.
- Per WV Department of Environmental Protection (DEP) regulations, cleanup materials must be swept up and disposed of in designated containers.
- SPMP has the necessary equipment for cleanup and disposal in compliance with DEP standards. SPMP will handle cleanup using Oil Dry as needed and charge per the annex B (Fees) applied to User invoice.
- Use designated waste disposal drums for fluids such as oil, antifreeze, brake fluid, and other hazardous materials.
- Chlorinated brake cleaner is prohibited on the property.
- Participants must remove used tires, batteries, and other debris. Fines per annex B (Fees) applied to User invoice for non-compliance.
Unmanned Aircraft Systems (UAS) and Drone Policy
In accordance with FAA regulations and SPMP policies, the operation of Unmanned Aircraft Systems (UAS), including drones, is prohibited on Summit Point Motorsports Park (SPMP) property unless prior written approval has been obtained from SPMP management.
Unauthorized UAS or drone use will result in:
- Event Stoppage until pilot is located.
- Pilot Removal from the facility.
- Potential legal action.
To request approval or for additional information, contact SPMP management directly.
Electric Vehicles (EVs)
- Electric vehicles (EVs) are prohibited from operating on any Summit Point Motorsports Park track without prior written approval from SPMP management. Exceptions that will be taken under consideration for approval are the following: Hybrid and Purpose-built EV purpose-built competition vehicles.
- EVs are permitted on access roads and in paddocks but are strictly prohibited from track use.
- EV charging is NOT is not supported by the SPMP Infrastructure; charging from all SPMP outlets is prohibited.
- The User is responsible for ensuring adherence to and enforcement of this policy and liable for all damages that should result to SPMP for non-compliance.
- Strict compliance is required to maintain the safety and integrity of ongoing SPMP operations.
Emergency Information
- For any non-track-related fire or medical emergency, please dial 911.
- SPMP maintains full-time, 24-hour security staff. SPMP Security can be reached at 304 989 3199.
Photo/Video Rights
- By entering SPMP property, participants, guests, and spectators consent to SPMP or its designee using their image or likeness in any on-site photography or video for advertising, promotional materials, websites, or media purposes, without restriction or compensation. SPMP reserves all rights to broadcast, record, photograph, or reproduce SPMP events. Visitors may not take or facilitate actions that infringe on these rights.
- The use of the Summit Point Motorsports Park or Summit Point Training Facility name, logo, or likeness is prohibited without prior written approval from Summit Point management. Requests must be submitted in writing to the Director of Motorsports at least 7 days in advance, detailing the intended use.
- Unauthorized use, including anything implying endorsement, sponsorship, or association, is strictly prohibited and may result in legal action. Approved uses must follow Summit Point’s branding guidelines and uphold the organization’s integrity.
Extended Parking and Trailer Storage
- Extended parking is available in designated areas for a fee as outlined in annex B (Fees) .
- All vehicles and trailers must be registered with SPMP and display a valid parking sticker. Prior coordination with SPMP is required before leaving any vehicle or trailer onsite; failure to do so will result in towing and impoundment at the owner’s expense.
- SPMP is not responsible for any loss or damage to stored vehicles or trailers.
Possession of Firearms
To ensure the safety and security of all customers, participants, and visitors, the following guidelines regarding firearms apply on SPMP property:
- SPMP Staff Authorization
Only SPMP employees who are explicitly authorized by the President and possess the required certifications or licenses are permitted to carry firearms on SPMP property. This ensures that firearms are handled by trained and qualified personnel only. - User Firearm Storage
Customers and visitors who lawfully possess a firearm may store it in their personal vehicles while parked in designated parking areas. Firearms must be:- Stored inside a locked vehicle or securely locked to the vehicle.
- Always Hidden from plain view.
This policy follows West Virginia Code § 61-7-14(d).
- Contracted Security Personnel
SPMP’s contracted security team is authorized to always carry firearms while on duty or performing activities related to SPMP operations. These professionals are trained to handle situations requiring their presence. - Law Enforcement Visitors
Local, state, and federal law enforcement officers are welcome to carry firearms on SPMP property as part of their official duties, provided they comply with their jurisdiction’s regulations.
SPMP is committed to providing a safe and secure environment for all events, training, and activities. We appreciate your cooperation with these policies to ensure a positive experience for everyone.
Noncompliance with the above will result in immediate removal of individual from SPMP
Fire Lanes
- Fire lanes must always remain clear.
- User organizations are responsible for ensuring compliance. SPMP will cease event operations until fire lane compliance is resolved.
- SPMP will apply violations fee to user organization as indicated in Annex B per incident to user invoice.
- If towing is required to clear a fire lane, the user organization will be fined as per Annex B.
Fireworks
- Fireworks and explosive devices are strictly prohibited on SPMP property.
Pets
Summit Point Motorsports Park (SPMP) discourages bringing pets to the facility. If pets are brought to SPMP, the following rules apply:
- Leash Requirement: Pets must always be on a leash and under the control of the owner/handler.
- Waste Responsibility: Owners/handlers must provide their own waste-handling supplies and clean up after their pets at all times.
- Restricted Areas: Pets are not permitted in the paddock grid, pit road, restricted areas, or any SPMP buildings, including concession facilities.
- Unattended Pets: Pets must not be left unattended in vehicles.
- Service Animals: Service animals are permitted in accordance with the Americans with Disabilities Act (ADA).
- Vaccination Requirement: All dogs and cats over six months old must be vaccinated against rabies and wear a valid registration tag.
SPMP Rights: SPMP reserves the right to deny entry to or remove any pet deemed aggressive or a threat to the safety of event staff and participants.
Quiet Hours
Quiet hours are observed from 11p.m. to 7:00 a.m., during which loud music and consistent with the Jefferson County WV noise ordinance.
Engines, including “race engines” or other loud vehicles, may not be run on track, in the paddock, or in any area of the Park 7:00 p.m. to 7:00 a.m .
Additionally, the Shenandoah Circuit observes a “Quiet Hour” from 11:00 a.m. to 12:00 p.m. every Sunday in consideration of the local community.
Smoking
Smoking is not allowed inside designated “hot” areas including but not limited to the pit lane. Smoking is not allowed inside any building, structure or covered area, nor is it permitted within 25 feet of any building entrance or exit. User is responsible for ensuring proper disposal of all extinguished tobacco, nicotine, and Vape biproducts into trash receptacles. Non-Compliance will be assed at close out with SPMP.
Event Traffic and Speed Limits
User is responsible for controlling all event traffic and pedestrian traffic in the pit and paddock areas. All vehicles must yield to pedestrians and obey traffic control personnel.
- Drivers of any non-racing vehicles will yield the right of way to always racing vehicles for the safety of all participants.
Speed limits are strictly enforced:
- Paddock: 5 mph
- Access roads: 20 mph
Unregistered Vehicle Policy
SPMP is not responsible for any liability related to the use of personal motorized vehicles. SPMP has the right to require any driver to cease use of their vehicle at any time while on the facility.
- Unregistered vehicles such as golf carts, ATVs, motorcycles, and similar vehicles must comply with the following requirements:
- Each vehicle must have a minimum seat height of 24 inches, operable lights, brakes, and horn (if equipped), and Original Equipment Manufacturer hand-controlled steering and braking systems.
- All operators must be over 16 years of age and possess a valid state driver’s license.
- For all-terrain vehicles (ATVs), operators and passengers under the age of 18 are required to wear size-appropriate protective helmets that meet the current performance specifications established by ANSI Standard Z 90.1, DOT Federal Motor Vehicle Safety Standard No. 218, or Snell Safety Standards
- Homemade vehicles, skateboards, hoverboards, and single-wheeled vehicles are not permitted.
- Owners must purchase an Annual Unregistered Vehicle Pass for $30 on-line or $35 at gate on-site.
- All vehicles must display the current SPMP Unregistered Vehicle Pass on the front left (driver’s side).
- Passengers are permitted only on vehicles designed for multiple riders and used as intended by vehicle manufacturer.
- Violations may result in loss of vehicle pass privileges, or removal from site.
- Vehicles must be operated responsibly and within designated individual event area as shown in Annex A.
- Absolutely no admission or access is allowed to any Restricted areas as designated in Annex A.
- Off-road areas or any others outside of dedicated event area are prohibited
- Any individual or vehicle found in restricted areas will be immediately escorted off SPMP for trespassing.
Vendors
All vendors must have prior approval to operate on SPMP property. Unauthorized vendors will be denied entry.
Exclusions and Modifications
SPMP reserves the right to modify or enforce policies as needed to ensure the safety and operation of the facility. The absence of a specific policy does not imply permission for activities not explicitly addressed.
